October 2026 U-Save And S&CC Rebates In Singapore: How Much Your HDB Household Will Get

If you live in an eligible HDB flat in Singapore, two automatic rebates could reduce your household bills in October 2026.

Eligible households will receive S$110 to S$190 in U-Save rebates, depending on flat type. That is double the regular quarterly amount because the 2026 Additional U-Save will be credited at the same time.

There is also an October Service & Conservancy Charges (S&CC) rebate. Eligible households in 1-room and 2-room flats will receive one month of S&CC rebate, while households in the other listed HDB flat types will receive half a month.

There is no application to make for either rebate. U-Save goes to the household’s SP Services utilities account, while the S&CC rebate is applied through the relevant Town Council account.

How Much U-Save Will You Get In October 2026?

The amount depends on your HDB flat type.

There Is Also An S&CC Rebate In October

The October U-Save credit is not the only household rebate due that month.

Unlike U-Save, the S&CC rebate is expressed in months rather than a fixed dollar amount. The actual saving therefore depends on the S&CC normally charged to your household.

For example, an eligible 4-room household receives S$150 in U-Save plus half a month of S&CC rebate in October. If its normal monthly S&CC charge were S$90, half a month would be worth S$45. The S$45 figure is only an illustration because actual charges vary.

Who Qualifies For The October U-Save Rebate?

For a flat that is not rented out, or is only partially rented out, there must be at least one Singapore Citizen owner or occupier. All owners and essential occupiers must not own, or have an interest in, more than one property.

If an entire HDB flat has been rented out, there must be at least one Singapore Citizen tenant, and all tenants must not own or have an interest in more than one property.

That distinction matters because the S&CC rebate has different eligibility rules.

Who Qualifies For The S&CC Rebate?

According to the Ministry of Finance’s FY2026 S&CC rebate information, a household is not eligible if there is no Singapore Citizen flat owner or occupier.

It is also not eligible if the flat owner or essential occupier owns or has an interest in private property, or if the entire flat has been rented out.

Households should therefore not assume that qualifying for U-Save automatically means they meet every S&CC eligibility condition.

Do You Need To Apply?

No.

The October U-Save rebates will be credited automatically to eligible households’ utilities accounts managed by SP Services. Households may be notified through the SP app or through inserts sent with their utilities bills.

S&CC rebates are also credited automatically.

To check S&CC rebate eligibility, residents can log into MyHDB Page with Singpass and go to My Flat > Purchased/Rental Flat > View Service & Conservancy Charges (S&CC) Rebate.

What If You Do Not Use All Your U-Save?

You do not lose it.

Unused U-Save is carried forward to offset future utilities bills and does not expire. It cannot be withdrawn as cash.

For households buying electricity from an Open Electricity Market retailer, U-Save first offsets non-electricity charges on the SP bill, including water, gas and refuse collection. Any remaining balance can then offset electricity charges from the household’s electricity retailer.

How Much U-Save Will Households Receive Across FY2026?

After the additional support announced in July, eligible HDB households are scheduled to receive double the regular U-Save amount in every quarter of FY2026.

For this schedule, FY2026 includes the January 2027 disbursement.

The Government said in July that quarterly U-Save of S$110 to S$190 should fully offset the impact of higher utility bills for most households living in 4-room or smaller HDB flats until March 2027. That is the Government’s assessment, not a guarantee about an individual household’s bill, which depends on actual consumption and charges.

Do Not Confuse U-Save With CDC Vouchers

Both schemes help with living costs, but they work differently.

U-Save is designed to offset household utilities expenses. CDC Vouchers can only be spent at participating supermarkets and heartland businesses. The Ministry of Finance said on 4 August 2026 that there were no plans to integrate the two schemes.

What Should You Do Before October?

For most eligible households, there is nothing to claim.

Check your SP app or utilities bill for the U-Save credit, and use MyHDB if you want to check your S&CC rebate eligibility.

Be cautious about messages claiming that you need to transfer money or disclose banking login details to receive Government benefits. The official GovBenefits site states that Government officials will not ask you to transfer money or disclose bank login details over a phone call.

The main thing to remember is simple: if your HDB household qualifies, the October rebates are automatic.
